Strategic Preparation of Mining Approvals Across All Jurisdictions

Mining Development and Closure Proposals (WA) — preparation of MDCPs under the Mining Act 1978 and the Mining Amendment Act 2022 framework (in force 9 September 2025), which consolidate Mining Proposals and Mine Closure Plans into a single approvals instrument. Submission via DMPE Resources Online.

Programs of Work (POW) and exploration approvals (WA) — POW applications for exploration activities, heritage clearance coordination, and DMPE liaison from lodgement through to grant.

PEPRs and EPEPRs (SA) — Programs for Environment Protection and Rehabilitation (PEPRs) for mining operations and Exploration PEPRs (EPEPRs) under the Mining Act 1971, one of Australia's most demanding approval frameworks. Direct SA operational experience including Woomera Prohibited Area approvals.

Environmental (mining) licences (NT) — applications and ongoing compliance under the consolidated risk-based licensing system introduced 1 July 2024 under the Environment Protection Act 2019 (NT), which replaced the repealed Mining Management Act 2001. Coordinated with NT EPA referrals and Legacy Mines Remediation Act 2023 obligations where applicable.

Environmental Authorities and Mining Leases (QLD) — coordinated EA applications under the Environmental Protection Act 1994 and Mining Lease applications under the Mineral Resources Act 1989, including EIS pathways for site-specific applications and Land Court referral management.

Mining Operations Plans and development consents (NSW) — Mining Leases under the Mining Act 1992, development consents under the Environmental Planning and Assessment Act 1979, EISs for State Significant Development, and MOP preparation for ongoing operational compliance.

Work Plans and licences (VIC) — exploration and mining licence applications and Work Plans under the Mineral Resources (Sustainable Development) Act 1990, including endorsement by Resources Victoria.

Mining lease approvals (TAS) — exploration licences, retention licences and mining leases under the Mineral Resources Development Act 1995, coordinated with EPA Tasmania assessment where required.

Mine Closure Plans — progressive and final closure planning, rehabilitation cost estimates and financial assurance calculations across all jurisdictions, including the WA MCP Guideline (2025) and equivalent closure frameworks in QLD, NSW, SA, NT, VIC and TAS.

Condition management and modifications — systematic tracking and compliance with conditions attached to existing approvals, plus preparation of modification, variation and amendment applications across jurisdictions.

Approval decline recovery — where applications have been declined, objected to, or stalled at supplementary information stage, we reconstruct the regulatory pathway and develop compliant resubmission strategies. Demonstrated track record of recovering approvals after relationship breakdown with the regulator.

Regulatory liaison — direct engagement with DMPE (WA), DEM (SA), Department of Mining and Energy (NT), Department of Natural Resources and Mines, Manufacturing and Regional and Rural Development (QLD), NSW Resources Regulator, Resources Victoria, and Mineral Resources Tasmania, informed by decades of operational relationships across jurisdictions.
